As with any other business, bargaining is usually always a possibility it’s just not flaunted. If you give the tailor a good reason for giving you a discount more times than not they would give you one. For example you could say that you are looking for a new tailor or it is your first getting a custom dress shirt made and a bit unsure about the result.
